To make the dressing combine the first 5 ingredients (-mustard) in a bowl or jar; whisking to blend. Season to taste with salt and pepper.
In a bowl place the chicken and mix in 1/4 cup of the dressing.
Cook orzo in pot of boiling water according to package directions; drain and rinse under cold water; drain.
Transfer orzo to a large salad bowl; stir in remainder of the dressing and toss. Add chicken mixture and rest of the ingredients (-capers). Toss. season with salt and pepper.
