"This casserole has a lovely combination of flavours and just right sweet & sour. When I made it I and cut the recipe in half and found that there were 4 generous servings. There is loads of sauce. I like my veggies crunchy so do not pre-cook them but if you like them well done just stir fry them for a couple of minutes before adding them to the casserole. I am not sure where this recipe is from - it was on a magaine page but no name. I made a few changes to the recipe. If you wish this may be a do ahead recipe by layering the ingredients and making the sauce but keep separate until just before putting it in the oven."

Step by Step Method
Step 1
Brown the beef. Add chili powder, oregano, salt & pepper.
Step 2
In a 3 quart casserole layer the beef, then the onions, peppers, mushrooms, ending up with the rice.
Step 3
Set aside and make the sauce.
Step 4
In a saucepan combine sugar, and cornstarch. Stir in the water, vinegar ketchup salt & pepper. Bring to a boil stirring..Continue boiling for 2 minutes until thickened.
Step 5
Pour sauce over the layered ingredients.
Step 6
Bake in 350 oven uncovered for 30-45 minutes or until heated through.
