Step 1: Brown the beef. Add chili powder, oregano, salt & pepper.
Step 2: In a 3 quart casserole layer the beef, then the onions, peppers, mushrooms, ending up with the rice.
Step 3: Set aside and make the sauce.
Step 4: In a saucepan combine sugar, and cornstarch. Stir in the water, vinegar ketchup salt & pepper. Bring to a boil stirring..Continue boiling for 2 minutes until thickened.
Step 5: Pour sauce over the layered ingredients.
Step 6: Bake in 350 oven uncovered for 30-45 minutes or until heated through.
