Heat oven to 350.
Grease a 13x9 baking pan
In a large bowl, combine brownie mix, water, oil, and eggs, mix well. Spread batter in pan.
Drop dulce de leche by tablespoonfuls over batter and use a knife to swirl dulce de leche through the batter.
Bake 35 minutes, or until firm when touched 2 inches from the edge.
Cool completely, approximately 1 hour.
To make the topping, heat chocolate chips, cream and butter on high in microwave for 30 second intervals, stirring after each 30 seconds until melted and smooth. Refrigerate 30 minutes.
Spread chocolate topping evenly over brownies and sprinkle with toffee bits.
Refrigerate 2 hours or until chocolate topping is set.
Cut into 8 rows by 4 rows.
