Step 1: Heat oven to 350.
Step 2: Grease a 13x9 baking pan
Step 3: In a large bowl, combine brownie mix, water, oil, and eggs, mix well. Spread batter in pan.
Step 4: Drop dulce de leche by tablespoonfuls over batter and use a knife to swirl dulce de leche through the batter.
Step 5: Bake 35 minutes, or until firm when touched 2 inches from the edge.
Step 6: Cool completely, approximately 1 hour.
Step 7: To make the topping, heat chocolate chips, cream and butter on high in microwave for 30 second intervals, stirring after each 30 seconds until melted and smooth. Refrigerate 30 minutes.
Step 8: Spread chocolate topping evenly over brownies and sprinkle with toffee bits.
Step 9: Refrigerate 2 hours or until chocolate topping is set.
Step 10: Cut into 8 rows by 4 rows.
