Step by Step Method

Step 1

In a Dutch oven or other heavy pan with lid, sauté onion in butter over low heat until tender.

Step 2

Add flour, stirring until smooth. Cook 2 minutes, stirring constantly.

Step 3

Gradually add water and vinegar; cook over medium heat, stirring constantly, until mixture thickens.

Step 4

Stir in remaining ingredients. Reduce heat, cover and simmer for 20 minutes.

Step 5

I made this using GF All Purpose Flour and this turned out nicely... I will use a tad bit less vinegar next time. Made for the Billboard Recipe Tag game.
