Step 1: In a Dutch oven or other heavy pan with lid, sauté onion in butter over low heat until tender.
Step 2: Add flour, stirring until smooth. Cook 2 minutes, stirring constantly.
Step 3: Gradually add water and vinegar; cook over medium heat, stirring constantly, until mixture thickens.
Step 4: Stir in remaining ingredients. Reduce heat, cover and simmer for 20 minutes.
