Step by Step Method
Step 1
Heat oil in Dutch oven over medium-low heat.

Add onion, bell pepper and garlic and sauté for about 5 minutes, stirring occasionally.

Bring back to a simmer, cover and simmer for 5 minutes, stirring occasionally.

Stir in cilantro and green onion.

Taste.

Add more salt and pepper if needed
