Step 1: Heat oil in Dutch oven over medium-low heat.
Step 2: Add onion, bell pepper and garlic and sauté for about 5 minutes, stirring occasionally.
Step 3: Add the salt, pepper, and water.
Step 4: Bring to boil.
Step 5: Add lima beans.
Step 6: Bring back to boil.
Step 7: Reduce heat and simmer, covered, for 8 minutes, stirring occasionally.
Step 8: Add corns and green chile.
Step 9: Bring back to a simmer, cover and simmer for 5 minutes, stirring occasionally.
Step 10: Stir in cilantro and green onion.
Step 11: Taste.
Step 12: Add more salt and pepper if needed
