"This is an easy version of a popular Filipino pulutan (appetizer). Basically it is like ceviche, in that it involves fresh fish (tuna, usually) that is cooked in acidic citrus. There are many versions, but this one is basic and refreshing. Enjoy with a glass of ice cold beer on a balmy day!"
