Step by Step Method
Step 1
Preheat your oven to 375°F (190°C). Line a standard 12-cup muffin tin with paper liners or lightly grease the cups with cooking spray.

In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, brown sugar, baking powder, and salt until well combined.

In a separate bowl, whisk together the milk, melted butter, egg, and vanilla extract until smooth and well incorporated.

Gently fold the wet ingredients into the dry ingredients using a spatula. Stir until just combined; do not overmix. A few lumps in the batter are okay.

Using a spoon or ice cream scoop, divide the batter evenly among the prepared muffin cups, filling each cup about 2/3 full.

Gently press one Hershey's Kiss into the center of each muffin cup, making sure it's slightly submerged but not completely covered by the batter.

Place the muffin tin in the preheated oven and bake for approximately 18 to 20 minutes, or until the muffins are golden brown and a toothpick inserted into the center comes out clean.
