Step by Step Method
Preheat oven to 350F. Line an 8-inch square baking pan with parchment paper (or foil) coated with nonstick cooking spray.
Melt butter in the microwave or stovetop over low heat, then set aside to cool to room temperature.
In a large mixing bowl, combine flour, cocoa powder, oats, sugars, salt and baking powder. Stir well.
Add the melted butter and mix until crumbly.
Stir in 2/3 cup of the chocolate chips and 1/2 cup of the walnuts.
Press half of the mixture into the bottom of the baking pan.
Stir together the preserves and chipotle powder, and spread over the oat mixture in the pan. Crumble the remaining oat mixture over the top and gently press down. Sprinkle with remaining chips and walnuts.
Bake 30-35 minutes or until set.
Let cool completely and then chill for at least 1 hour. Cut into 16 bars.
