In a small mixing bowl beat cream cheese, mayonnaise, paprika, black pepper, garlic, and cayenne pepper with an electric mixer on medium speed until well combined. Stir in tuna, sweet pepper and green onion. Cover; chill for 3 to 24 hours. If desired, serve on lettuce lined plates.
