In large shallow dish, add pepper and flour and mix.
In covered skillet melt butter, add onions, cook until onions are carmelized.
Remove from pan.
Dredge ham steak in flour mixture.
Brown ham steak in skillet.
Add the caramelized onions and tomatoes.
Cover and simmer on low for 1/2 an hour.
