Step 1: In large shallow dish, add pepper and flour and mix.
Step 2: In covered skillet melt butter, add onions, cook until onions are carmelized.
Step 3: Remove from pan.
Step 4: Dredge ham steak in flour mixture.
Step 5: Brown ham steak in skillet.
Step 6: Add the caramelized onions and tomatoes.
Step 7: Cover and simmer on low for 1/2 an hour.
Step 8: Check often to ensure there is enough liquid.
