Step 1
In large bowl combine the meat, rice, ½ cup of water, and onion.
Step 2
Blend in the salt, celery salt or celery seed, garlic powder, and pepper. Mix well.
Step 3
Shape into 1½-inch balls.
Step 4
Preheat oven to 350' F.
Step 5
In large skillet over medium heat, brown the meatballs in the oil. Drain off the fat.
Step 6
In an 11"x7" baking dish, combine the tomato sauce and 1 cup of water.
Step 7
Put the browned meatballs into the tomato sauce, turning to coat well.
Step 8
Cover and bake in the preheated oven for 45 minutes.
Step 9
Uncover and cook an additional 15 minutes.
