Step by Step Method

Preheat oven to 375f degrees

Bring water, butter, sugar and salt to a boil

Add flour and beat until mixture leaves the sides of the pan

Remove from heat and beat 3 minutes to cool

Add eggs one at a time, beating until smooth and satiny after each addition

Add raisins and mix well

Drop by measureing tablespoonfull onto greased cookie sheet

Bake 30 to 35 minutes

Combine frosting ingredients in order given, (add lemon zest if using),drizzle over buns while the buns are still warm.
