Step by Step Method
Step 1
Using a mortar and pestle pound the pistachios until they are ground about as fine as breadcrumbs. (If you don't hav a mortar and pestle you can place the pistachios in a zip lock bag and freeze them and then smash them with a rolling pin. Transfer the ground pistachios to a small bowl and add the next 7 ingredients (-salt and pepper); mix well and then set aside.
Step 2
Pat the fish dry with paper towels and season worth salt and pepper and then run in the cumin. Dust fish with flour.
Step 3
In a frying pan over medium heat add the oil and then when oil is hot place fish in the pan, skin side down and fry for 3-5 minutes and then flip fish and cook for another one or so. Transfer fish to paper toweling to soak up oil and then serve with the prepared sauce.
