Melt butter and saute onions and pepper
Cook until tender
Add seasonings and cornstarch to milk and juice from salmon
Pour into onions and cook until thickened
In 9x13 casserole dish, spray Pam. Layer potatoes pour some sauce put salmon sauce and rest of potatoes. Sauce on top
Cover and bake in 425 degree oven
Uncover and put chips on top bake 15 more minutes until hot and bubbly and potatoes done
