Step by Step Method
Step 1
Large heavy stockpot or soup pot heat 3 tablespoons butter and cook sliced leeks (stirring occasionally until caramelized; add garlic and stir until fragrant (less than a minute).
Step 2
Add the remaining vegetables along with the herbs, salt and pepper.
Step 3
Add water and broth and bring to a boil, reduce heat and simmer uncovered for about 1 hour, adding water if needed.
Step 4
Blend with stick blender.
Step 5
Add rice and simmer covered for 30 minutes, season to taste.
Step 6
Add rest of butter and let it melt.
Step 7
Add cream, don't boil.
