Step by Step Method
Step 1
In top of double boiler, combine rice, boiling water and salt. Cook, covered, over medium heat about 40 minutes or until rice is tender.
Step 2
Water in the bottom of the double boiler should be boiling

Stir in sweetened condensed milk & butter. Cook, uncovered, stirring frequently,

Until slightly thickened, about 20 minutes.
Step 6
Remove from heat; add raisins and vanilla.
