Step by Step Method
Step 1
Heat oil in a large skillet until very hot (use as much oil as desired). Add the meat and stir-fry until browned. Add the onion, chili flakes, water, garlic and ginger; bring mixture to a boil, cover and cook/simmer for about 5-7 minutes. Add the bell peppers, cover and cook about 5 more minutes or until the peppers are tender. Add the drained tomatoes.
Step 2
Combine the sugar, corn starch, and soy sauce in a bowl and whisk together until well combined. Add this mixture to the meat and pepper mixture and bring to a boil. Continue to cook uncovered, until the sauce thickens. Season with salt and pepper to taste. Serve over cooked rice.
