Step by Step Method

Step 1

In a medium soup pot, brown beef, onion, and celery. Drain; return to pot. Stir in remaining ingredients. Bring to a boil, stirring often.

Step 2

Cover; reduce heat to low, and simmer for 1 hour, until barley is tender.

I made this for recipe tag. It was very good and my husband liked it too. I do think though that it has too much tomato flavor to let other ingredients come through. It's easy to make and I made mine in a slow cooker. I did brown the meat first with the onions. I used stew meat because I had that thawed out and had to use it. I also added some garlic and abouct a tablespoon of beef base to give it flavor. We like more in stew recipes so added potatoes and carrots too.  I will make this again but probably with less tomato juice and more water and beef base. I liked the way it thickened too.
