Step by Step Method
Step 1
Ground the fennel into a powder with a spice grinder or mortar and pestle.
Step 2
Whisk together the water, bouillon powder, cumin, Indian Masala, ground fennel, garlic powder and turmeric in a pot; bring to a boil over high heat.
