Step by Step Method
Step 1
Heat oil and cook onions and bell pepper until soft.
Step 2
Add ground beef and cook until brown.
Step 3
Add chili powder, tomato puree and water, season to taste.

Simmer until thickened.

Meanwhile, cook pasta in heavily salted boiling water until al dente; drain, saving 1/2 cup water to add to sauce.
Step 7
Add pasta to sauce cook until thick.
