Mix thoroughly shortening, sugar, eggs and vanilla.
Blend in flour, salt, and baking soda.
Cover and chill 1 hr.
Prepare filling by mixing sugar, cornstarch and salt in a medium saucepan. Gradually stir in orange juice and cook over medium heat, stirring constantly, until mixture thickens and boils. Boil and stir 2 minutes. Add in orange peel and butter, remove from heat and allow to cool.
Heat oven to 400.
Roll dough out to 1/16 inch thick on lightly floured surface and cut into 3-inch diameter circles.
Place 1 teaspoon of filling in on one half of circle and fold dough over filling, pressing edges together to seal.
Place 1 inch apart on ungreased baking sheet, brush with milk and sprinkle with sugar.
Bake 8 to 10 minutes, or until very lightly browned.
Immediately remove from baking sheet.
