Step 2: Whisk milk into dry ingredients.
Step 3: Over medium heat, bring mixture to a simmer, whisking constantly. Try not to let it boil.
Step 4: Add chocolate chips and whisk until melted and smooth.
Step 5: Return to a simmer, whisking constantly until frothy.
Step 6: Remove from heat and whisk in vanilla.
Step 7: Pour into 4 mugs and top with whipped cream, if desired. You can also dust it with cocoa powder or chocolate shavings.
