Step 1: Combine all seasonings and set aside.
Step 2: Saute onions and peppers in 2 tablespoons olive oil and butter until tender add garlic and saute about 1 minute, transfer to a bowl.
Step 3: Add the other 2 tbsp, olive oil to the pan and saute meat until browned, add Worcestershire sauce, tomato sauce, and wine and stir well.
Step 4: Stir in seasonings and add the rest of ingredients, stir to combine, cover and cook 50 minutes over slow heat, stirring occasionally.
Step 5: Remove and discard bay leaf and serve with yellow rice.
