Step 1: Combine all ingredients in a saucepan, except oil.
Step 2: Marinate for one hour. (Traditional method is at room temperature, I put it in the refrigerator.).
Step 3: On stovetop, bring to a boil.
Step 4: Cover and simmer for 5 minutes.
Step 5: Remove fish and set aside.
Step 6: Boil sauce until reduced to half and set aside.
Step 7: Heat oil in frying pan and fry fish until browned.
Step 8: Pour sauce in with fish and simmer for 3 minutes.
Step 9: Serve hot with sticky rice.
