Step 1: Saute peppers, onion, garlic and cumin seed in a large saucepan until lightly browned.
Step 2: Stir in tomatoes with juice, chili powder, salt and pepper.
Step 3: Cover and simmer for about 30 minutes.
Step 4: Let cool somewhat then pulse in a food processor (leave the chute open and cover with a towel if it is still warm) until it has a saucy yet chunky texture.
Step 5: Stir in chopped cilantro.
Step 6: Chill before using, if desired.
