Step 1: Melt butter and add garlic in a medium sauce pan. Cook over medium heat for 1 minute.
Step 2: Add flour and cook 1 minute, stirring constantly.
Step 3: Stir in broth and milk and cook, stirring frequently, until sauce boils and thickens.
Step 4: Add parsley, salt, pepper and cheese. Stir until cheese is melted.
Step 5: Toss hot pasta with sauce, and serve immediately.
