Step 1: Brown the ground beef with onion, celery and bell pepper till veggies are soft and ground beef is no longer pink. Drain off grease.
Step 2: Mix all ingredients together in a casserole dish and salt and pepper to taste. Cover Dish and Bake at 350 degrees for 30 minutes.
Step 3: Take dish out and uncover and cover the top with chow mein noodles. Cook for an additional 10-15 minutes.
