Step 1: In a large skillet brown the both sides of the burgers (3 minutes per side). Remove from heat and drain fat.
Step 2: Stir in water or milk, cream of celery soup, onion soup mix and pepper. Heat until boiling, stirring often. Reduce heat. Add burgers back to the skillet. Simmer 20 minutes.
Step 3: Combine sour cream and flour until blended. Stir in to meat mixture, simmer another 10 minutes.
Step 4: Serve with noodles or cooked rice.
