Step 1: Place olive oil in pan heated over medium high heat.
Step 2: Brown onion and garlic in the hot oil.
Step 3: Add potatoes and brown slightly.
Step 4: Add harrisa , stir for about 1 minute.
Step 5: Add ground round and horseradish.
Step 6: Continue to stir and cook until meat is cooked.
Step 7: Toast bread.
Step 8: Place one slice cheese on bread slice.
Step 9: Place hash on top of cheese.
Step 10: Place remaining cheese on top and serve.
