Step 1: Combine flour, oats, 1 cup sugar and baking soda. Cut in butter until mixture resembles coarse crumbs. Reserve 2 cups for topping; press remaining mixture into a greased 7x11 pan.
Step 2: In a saucepan, bring blueberries and next 3 ingredients to a boil and cook for 2 minutes, stirring constantly. Spread evenly over crust and sprinkle with reserved crumb mixture.
Step 3: Bake at 375 for 25 minutes or until lightly browned. Cool before cutting. Store tightly covered.
