Step 1: Boil pasta and set aside.
Step 2: Add oil and garlic to a medium sauce pan and cook over medium heat for about 1 minute.
Step 3: Add in flour and cook another minute, stirring constantly.
Step 4: Stir in broth and milk and cook, stirring frequently, until sauce boils and thickens.
Step 5: Add parsley and salt.
Step 6: Stir in vegetables and hot pasta, and toss to coat with sauce.
