Step 1: Boil carrots 5 minutes, drain and cool under cold running water.
Step 2: In medium bowl, mix salt, pepper and mustard. Mix in oil to blend well with mustard mixture. Add in sugar, vinegar and soup and whisk till smooth. Stir in onions, peppers and carrots.
Step 3: Cover and chill and let marinate at least 1 day to allow flavors to meld. Serve as an accompaniment.
