Step 1: Mix the meat and cornstarch together making sure the meat is well coated and set aside.
Step 2: In a small bowl, mix together the black bean sauce, fish sauce, sesame oil, grated ginger and garlic and mix with the meat.
Step 3: N a large skillet or wok, slightly brown the meat mixture over medium-high heat.
Step 4: Add the remaining ingredients and cook until meat is done and vegetables are just tender. (You may need to add a bit of water to the pan to prevent sticking if mixtures starts to dry out before being done)
Step 5: Serve over cooked rice or cooked bean sprouts.
