Step 1: Preheat oven to 375 degrees F.
Step 2: In a bowl combine the flour and icing sugar.
Step 3: Cut in butter with a fork and mix well.
Step 4: Press mixture into an oven-proof 6 inch square pan or dish.
Step 5: Bake at 375 for 15 to 17 minutes until lightly brown.
Step 6: Spread jam evenly over baked crust.
Step 7: To make Filling: In a small bowl mix cream cheese and milk until smooth.
Step 8: Melt white chocolate chips on defrost setting in microwave at short 10 second burst, making sure to sitr between each interval.
Step 9: Note: Time it takes for chips to melt will depend on the strength of your microwave. Mine took less than 1 minute total.
Step 10: Add to cream cheese mixture and mix until smooth.
Step 11: Drop cream cheese mixture by teaspoons evenly over jam, spread carefully and refrigerate.
Step 12: Note: My layers got swirled together in this process.
Step 13: To make Chocolate Drizzle: Melt chocolate chips and butter together till smooth and drizzle over the bars.
Step 14: Store in refrigerator and cut into bars when ready to eat.
