Step 1: Preaheat oven to 425 degrees F. Set oven rack to lowest position. Coat a baking sheet with cooking spray.
Step 2: In a small bowl combine the mayonnaise with 1 tablespoon Parmesan cheese, lemon juice, mustard and horseradish.
Step 3: Place fillets on a baking sheet, then spread mayonnaise mixture evenly over fillets.
Step 4: In a small bowl combine the bread crumbs with garlic powder and cayenne pepper, butter and remaining 1 tablespoon Parmesan cheese; sprinkle over fillets. Bake for 13-16 minutes or until fish flakes easily with a fork.
