Step 1: Preheat oven to 325F.
Step 2: Remove most of the fat from meat, wash and dry.
Step 3: Sprinkle with salt and pepper.
Step 4: Place the meat, fat side up, in a casserole and cover with the onions, celery, chili sauce, water and parsley.
Step 5: Bake uncovered for 1 hour.
Step 6: Pour the beer over the beef and bake covered for 3 more hours or until tender.
Step 7: Cool to room temperature.
Step 8: Refrigerate, skim off the fat, slice and reheat in the oven.
