Step 1: Preheat oven to 400 degrees F.
Step 2: In a skillet over medium high heat 1 tablespoon olive oil and then add the onion and cook stirring frequently for 5 minutes or until softened. Stir in the vinegar and some salt and pepper and cook for 30 seconds more. Place onions in a single layer in a baking dish that is big enough to hold fish in one layer.
Step 3: In the same skillet heat 1 tablespoon oil on low heat and then add the anchovy paste and cook, stirring for one minute and then add the breadcrumbs and toss. Remove breadcrumbs to a bowl to let them cool and then add the herbs (parsley - basil), 1/4 teaspoon salt and a pinch of pepper to the breadcrumbs.
Step 4: Arrange the fish fillets on top of the onions and season with 1/2 teaspoon salt and 1/4 teaspoon pepper and then sprinkle the breadcrumbs over the fish. Pour the wine into the dish.
Step 5: Bake for 10-15 minutes depending on the thickness of the fish.
