Step 1: Grease two loaf pans, each about 4 by 8 inches; dust with flour and set aside.
Step 2: Preheat the oven to 350F degrees .
Step 3: In a large bowl, whisk together flour, oats, granulated sugar, salt, baking powder, baking soda, 1/2 teaspoon cinnamon and nutmeg, add raisins.
Step 4: In another bowl, whisk together eggs, applesauce, oil and milk.
Step 5: Add to flour mixture, stirring only until ingredients are uniformly moistened.
Step 6: Pour into prepared pans.
Step 7: Bake for 20 minutes.
Step 8: Stir together brown sugar, pecans and remaining 1/4 teaspoon cinnamon and sprinkle evenly over loaves.
Step 9: Return to oven and bake 27 to 33 minutes more, until a wooden pick inserted in the center comes out clean.
Step 10: Cool in pans for 20 minutes, then turn onto racks.
