Step 1: Preheat oven to 350 degrees.
Step 2: Spray an 9x13 inch or 6 cup casserole dish with non-stick spray.
Step 3: Pour half of the frozen hash browns into casserole dish. Sprinkle salt, pepper, and half of the cheese over potatoes .
Step 4: Sprinkle on half the onions.
Step 5: Spread remaining hash brown potatoes in casserole dish.
Step 6: Top with remaining salt, pepper, onions and cheese.
Step 7: Mix cream and sour cream together.
Step 8: Pour heavy cream mixture over potatoes.
Step 9: Bake 45 minutes covered.
Step 10: Take the lid off and bake another 15 minutes until potatoes are soft and cheese is melted and browned.
Step 11: Serve hot.
