Step 1: PreHeat oven to 350 degrees F.
Step 2: Heat oil in large skillet over medium-high.
Step 3: Add onion and saute until softened, season lightly.
Step 4: Add beef and saute until nearly cooked through, drain if needed.
Step 5: Add bell pepper and celery cook until softened.
Step 6: Add tomato soup, tomatoes, salt and pepper; reduce heat and simmer, covered for 10 minutes, until vegetables are tender.
Step 7: Combine sauce and rice in a Pam sprayed casserole dish or baking pan.
Step 8: Bake 30 minutes covered.
Step 9: Top with cheese bake uncovered for 10 minutes more, until cheese melts.
