Step 1: Preheat oven to 350 degrees F.
Step 2: In a medium saucepan, mix together water, sugar, raisins, shortening and cocoa.
Step 3: Bring to a boil, and let simmer for 5 minutes. Remove from heat, and let cool.
Step 4: Add vanilla extract.
Step 5: Sift dry ingredients together.
Step 6: Add to wet ingredients.
Step 7: Fold in nuts.
Step 8: Bake in 2 loaf pans for 60 minutes, until toothpick comes out clean.
