Step 1: Combine first 4 ingredients. Cut butter into flour mixture with a pastry blender or fork until crumbly.
Step 2: Whisk together whipping cream, egg, and vanilla; add to flour mixture, stirring just until dry ingredients are moistened.
Step 3: Turn dough out onto a lightly floured surface; pat into an 8 1/2-inch circle. Cut into 8 wedges, and place 1-inch apart on a lightly greased baking sheet.
Step 4: Whisk together egg white and 1 teaspoon water; brush over tops of scones. Sprinkle with sparkling sugar.
Step 5: Bake at 425-degrees Fahrenheit for 15 minutes or until golden brown.
