Step 1: Over medium heat heat a skillet and then add the garlic to the skillet; cover and cook for 8-10 minutes or until lightly browned and tender, stirring occasionally; cool slightly. Squeeze garlic from the skins into bowl of mini food processor; discard skins. Puree until smooth.
Step 2: In a bowl whisk together the remainder of the ingredients (yogurt - pepper). Whisk in the garlic.
Step 3: Serve with vegetables.
