Step 1: Saute onion in butter and add bell pepper and garlic.
Step 2: Saute until translucent.
Step 3: Add tomatoes, herbs, spices, tuna undrained juice and all.
Step 4: Mix and cook until tomatoes are soft.
Step 5: Cover with rice and let set covered for 10 minutes.
Step 6: Flip over on plate with tuna mix being on top.
