Step 1: Heat oven to 425°F.
Step 2: Generously grease 8-inch cast iron skillet or round baking pan.
Step 3: In medium bowl, whisk together milk, buttermilk, egg, oil, sugar, baking powder, and salt until well blended.
Step 4: Add cornmeal and flour.
Step 5: Mix just until dry ingredients are moistened.
Step 6: Fold in red pepper, jalapeños, and corn.
Step 7: Pour into skillet.
Step 8: Bake 20 to 25 minutes or until light golden brown and wooden pick inserted in center comes out clean.
